1. Project Coordinator [Pakistan Based]

National Rural Support Programme (NRSP) is looking for an energetic, well experienced & dedicated professional for the following position under one of its Action Research Project "Strengthening Schools' Accountability Mechanisms through Participation" addressing education quality and equity in Pakistan. The project is a collaborative research initiative between NRSP in Pakistan, Swedish Committee for Afghanistan and Norwegian Afghanistan Committee in Afghanistan, Washington University in St Louis, United States, University of Cambridge, UK and Centre for Evaluation & Development (C4ED), Germany. The research team is composed of members of these institutions.

  • Duration: Duration of the employment is initially 11 months only, then extendable upto 4 Years.

Scope of work:

Disadvantaged children in Low Income Countries (LICs) particularly children with disabilities are increasingly accessing schools, but not learning effectively due to social exclusion within the classroom and poor teaching methods that perpetuate inequality. In order to unpack the equity-quality nexus, education research and policy need to move beyond considerations of service delivery assessed through achieving benchmarks on basic cognitive skills and completing school cycles, traditionally considered valid proxies for quality of education; a view challenged by experts advocating for the importance of non-cognitive or psychosocial skills in assessing quality education. Promoting processes of accountability is recognised as a way of promoting quality and equity in education.

The present project is a collaborative research initiative between National Rural Support Program (NRSP) in Pakistan, Swedish Committee for Afghanistan and Norwegian Afghanistan Committee in Afghanistan, Washington University in St Louis, United States, University of Cambridge, United Kingdom and Centre for Development (C4ED), Germany. The research team is composed of members of these institutions.

The Project coordinator is a full-time position that will take place over a 4 years period based in Pakistan with frequent travels to Punjab and Sindh provinces. The timetable and work plan will be developed in collaboration with the Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education) and the Brown School principal investigator.

The Project Coordinator is to provide administrative, logistic, financial and research related support to the joint project team. S/he will spend around 60% of times in the field where s/he is going to support field teams in school visits for tools validation, data collection, compilation, management and analysis. S/he is expected to translate project related documents to English and Urdu, develop plans and draft progress reports on monthly, quarterly and annual basis to the Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education) and to the Brown School principal investigator.

Qualifications & Requirements:

  • Master level qualification in relevant field (Social Work, International Development, Demography etc.)
  • Practical experience with data collection and management
  • Knowledge of focus group discussions and other qualitative methodologies
  • Proficient in the design and use of quantitative methods of research, particularly monitoring and evaluation.
  • Good understanding of gender issues and power structures at the community level.
  • Objectivity and ability to operate systematically with minimal supervision.
  • Result-oriented and committed to respecting deadlines.
  • Highly proficient in written and spoken English and Urdu.

Desirable qualifications:

  • Knowledge on and experience in disability inclusion.
  • Knowledge of group Model Building and system dynamic
  • Knowledge of randomized experiment methods

Duties and Responsibilities:

General

  • Act according to the policy and regulations of NRSP
  • Keep updated with issues related to NRSP and the environment where NRSP operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good co-operation with NRSP units, authorities, institutions and other NGOs
  • Do related job as delegated by the Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education) and/or Brown School principal investigator.

Supervisory Tasks

  • Coordinate and supervise project related activities
  • Oversee and guide the implementation of joint research project according to the policy, strategy, work plan, budget and other guidelines.
  • Frequently supervise research project activities in the field, at least 60% of time should be in project sites.

Technical Tasks

Project Coordinator is contributing to:

  • Participate in a training on CBSD in St Louis USA (or another location) and research qualitative methods
  • Help validate questionnaires used in the study
  • Establish material needed for the training on CBSD
  • Co-train the education facilitation team on CBSD techniques and the protocol for the VECs members
  • Supervise the operations of the CBSD training
  • Maintain financial records for the training as well as for the facilitation sessions in the 40 intervention schools and for the survey in all 80 schools
  • Assist in the training of the survey staff
  • Manage the deployment of the facilitation teams in the schools assigned to them
  • Manage the deployment of the survey teams to the schools assigned to them
  • Maintain good working relationships with Provincial government staff in the assigned survey areas to facilitate safe and complete survey operations in each of the regions
  • Monitor VECs facilitation operations within the assigned schools to ensure that all 40 VECs in schools have developed a common vision for school management and are implementing a share program to improve the education experience of children in classes 3 to 5
  • Monitor school survey operations within the assigned areas to ensure that survey coverage goals are met and particularly to ensure that all schools are properly surveyed at baseline and again at end line
  • Contribute with the research team to carry out in-depth semi structured interviews and focus group discussions (FGDs) with a subsample of 50 VECs members (including parents and care-givers) and 50 teachers
  • Contribute to apply study tools with children such as games with picture cards, drawing exercises, a photo-elicitation exercise and a collaborative video process to identify how children perceived their learning experience
  • Ensure that education facilitation teams receive appropriate and timely logistics, administrative and financial support
  • Ensure that survey teams receive appropriate and timely logistics, administrative and financial support
  • Help establish for the regions and then execute a Quality Assurance/Quality Control plan to ensure high quality of work of the education facilitation and survey teams
  • Monitor the security situation in the school areas, assist the teams in maintaining appropriate and up-to-date security plans for field work
  • Maintain communications with the Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education)
  • Responsible for CBSD and survey data checking
  • Responsible for translation in English of qualitative interviews and FGDs
  • Contribute to writing of reports, policy briefs and scientific articles

Finance tasks

  • Provide support to Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education) and Project Teams in relation to budgeting.
  • Process joint research project related financial documents as per the NRSP and ESRC guidelines.

Training tasks

  • Training of education facilitation teams in CBSD techniques
  • Support to education facilitation teams in selected schools
  • Training of the data collection team
  • Management of the data collection process in regions
  • Participation in qualitative data collection and transcription of material in English
  • Analysis of qualitative and quantitative data
  • Feedback meeting at NRSP main office and St Louis at the Brown School
  • Contribution to academic papers and policy briefs
  • Other duties as defined by the principal investigator

Tasks of intra-organisational relations

  • Promote gender equality, non-discrimination with regard to ethnic, political and religious background
  • Participate in workshops, seminars & conference organised by the NRSP management.
  • Promotes good coordination with other NRSP programmes, and other departments.

Tasks of relation with external agencies

  • Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders
  • Participate actively in ensuring broad understanding and acceptance by central/provincial/local authorities of the project
  • Participate actively in ensuring broad understanding and acceptance by local communities of the education project
  • Work for active community participation in education projects.

Miscellaneous Tasks

  • Contributes actively to the successful development and good reputation of NRSP
  • Do any other duties assigned by the Senior Program Manager, Monitoring Evaluation and Research, the program manager, Social Sector Services (Health and Education).
