Muzaffar Mahmood Qureshi

After joining the Civil Service of Pakistan in 1962 Mr. Muzaffar Mahmood Qurashi held a variety of posts in the field at Sheikhupura, Multan and Khanewal, as well as the Secretariat (Deputy Secretary, Finance Department, Economist, Finance Department, Deputy Secretary, Planning & Development, Director General, Rural Development, Chief Economist, Planning & Development Department, Finance Secretary, Government of North West Frontier Province and Secretary, Industries, Commerce, Labour and Transport Department), Commissioner, Employees’ Social Security Institution, Chairman, Road Transport Board, Chairman, Sarhad Development Authority.

At the national level, he was Managing Director and Chief Executive, Regional Development Finance Corporation, Member, Central Board of Revenue, and Additional Secretary, Ministry of Finance. Mr. Muzaffar was member of the board of directors of major DFIs and banks, such as National Development Finance Corporation, Small Business Finance Corporation, Saudi-Pak Investment Company, National Bank of Pakistan and Habib Bank Ltd.

On promotion as Secretary, Ministry of Population Welfare led the technical delegation to ICPD at Cairo in 1994 and chaired the committee to resolve contentious issues relating to the policy on abortion (para 8.25 of the proposed plan of action); also chaired the ECO Conference on Reproductive Health at Islamabad 1996.

He was the Executive Director, National Institute of Population Studies (NIPS).

As Secretary, Ministry of Women Development, Social Welfare and Special Education in November 1996, led the effort to finalize National Plan of Action to implement the Beijing Platform for Action, developed initiatives for income generating activities as well as implementation reports for the UN on CRC and CEDAW.
