Under the Small Grants Fund, the engagement of Civil Society Organizations (CSOs) to work with governments was promoted. The objective is to improve governance, service delivery and ability of the government departments to respond to the civic needs of communities. Key activities included access to justice, helping government draft legislation, and improving and delivery of services to the public through meaningful engagement of citizens, especially the youth. This is an exclusive Small Grants thematic area.

USAID/Pakistan has, in cooperation with the USAID Office of Inspector General, established the Anti-Fraud Hotline to provide an avenue for the reporting of fraud, waste, and abuse which may be associated with USAID funded projects in Pakistan. Complaints are handled with complete confidentiality and individuals are encouraged to report when corruption, fraud, waste or abuse may exist in the USAID/Pakistan projects.
